BACKGROUND

The overall objective of the WASH in Ghana programme is to improve health and livelihoods in select disaster prone communities and schools by increasing access to good drinking water and proper sanitation facilities on a sustainable basis. The provision of services is planned to target about 200,000 people in the 265 communities including about 50,000 school children in these communities.

Under the auspices of the programme specifically, assessments have been undertaken and appropriate measures identified to implement and provide resilient WASH facilities and services for communities within the geographic scope in the 3 Northern Regions, viz., Northern, Upper East and Upper West. This is being accompanied with the promotion of measures to ensure resilience of the facilities to climate related disasters, as well as measures to promote behavior change towards proper water, sanitation and hygiene practices.

The capacities of relevant WASH National institutions and community structures have also been strengthened to create an environment for better planning, delivery and sustainability of the WASH services, and assure the full benefit to the beneficiary communities of the interventions.

The Partner UN Organisations (PUNOs) are working in close collaboration with the relevant national institutions as well as private sector and non-governmental organizations involved in the WASH and Disaster Management sectors in the country. The Ministry of Local Government and Rural Development (MLGRD) leads the coordination for the implementation of the Programme in close collaboration with the Ministry of Water Resources Works and Housing (MWRWH) and the National Disaster Management Organization (NADMO) who are involved with aspects of the programme relevant to their mandates on WASH and the management of disasters and emergencies. The Joint UN team’s role is the provision of technical assistance, facilitation and funds management support. In 2014, the then Foreign Affairs, Trade and Development, Canada (DFATD) - now Global Affairs Canada (GAC) - provided funds for the implementation of the WASH in Ghana programme.....

SCOPE OF WORK

  • Water and Sanitation Management Teams and handover of WASH facilities (0.25 months)
  • Final Impact Assessment (0.25 months)
  • Programme visibility (1.0 months)
  • Mainstreaming of developed technical components in national standards (1.0 months)
  • Final Evaluation of WASH in Ghana 0.75 month)
  • Consolidating data base of the overall Programme and final reporting (1.0 months)
  • Follow up on activities of other Partner UN Organizations activities (0.75 months)

EDUCATION

Advanced University degree (or at least a first degree with the relevant combination of professional and academic qualifications) in Engineering, Urban and Regional Planning/ Management, Urban Economics, or in another related field with a focus on the WASH sector.

EXPERIENCE

• At least ten (10) years of progressively responsible experience in the area of urban basic services with a focus on the WASH sector; Project or programme development and management.

• The post requires experience backed by a sound understanding of public policies and reform processes in the water and sanitation sector. Experience in applying knowledge of area of specialization at national and global level. Formal education complemented by at least 15 years of relevant work experience in the WASH sector is required. Candidates must have demonstrated skills in developing and implementing related programmes. The post also requires strong analytical skills. Either by experience or education, candidates are expected to have acquired ability to work with specialists from various fields and lead a consultative process to achieve intended goals.

• Understanding of the specific needs and conditions of delivery of services to residents in human settlements in general is desired. Candidates must have demonstrated skills in developing and implementing related programmes. The post also requires strong analytical skills. Either by experience or education, candidates are expected to have acquired ability to work with specialists from various fields and lead a consultative process to achieve intended goals.
